Hi,
since recently google has disabled extension using NPAPI interface in Windows 8. The good news is that there is a workaround for this. You have just to go the properties of shortcut with which you start chrome, than go to the Compatability tab and make it compatible with windows 7. After this is done and you start chrome with the changed shortcut you will be able to install TagSpaces.

For windows 8 you can now use the native windows app available on https://tagspaces.org/downloads
